2nd Floor Walls Up

They put the second floor walls up today. There are still a couple of things bothering me. You'll notice none of the plywood goes all the way down to the foundation... for some reason they left a foot or so void... no clue why. Also, the left side of the house has insulation board instead of plywood... why only that one side? I'm confused :)
